It's called 9/6 because that's the payout on a 1 coin bet for a full house and flush, respectively. If you hear about an 8/5 machine, the payout is 8 for a full house and a 5 for a flush. Unfortunately, the 8/5 and 7/5 versions of Jacks or Better are a lot more commonly found than 9/6 Jacks or Better.

If you've read any video poker advice on the Internet, it will tell you to play the maximum coins. One look at the 5-coin bets on this pay table will tell you why. A 4-coin bet royal flush pays off at 1,000 to 1, while a 5-coin bet royal flush pays off at 4,000 to 1. All other bets remain the same proportion from one size coin bet to another.
